Mandate

The Canadian Northern Economic Development Agency (CanNor) works to develop a diversified, sustainable and dynamic economy across Canada's three territories. It does this by delivering funding programs to Northerners and Indigenous people, guiding resource development and major projects across the North through the Northern Projects Management Office (NPMO), undertaking research to support the development of evidence-based policies, advocating for northern economic prosperity and diversification, and collaborating with and aligning the efforts of other federal departments, territorial governments, Indigenous organizations, and industry.

Responsibilities

CanNor advances economic development in Canada's North by delivering a suite of contribution programs that foster growth and innovation, and by providing pan-northern knowledge and expertise to enhance the effectiveness of federal policy initiatives. The Agency's NPMO coordinates federal participation in regulatory review processes and oversees Crown consultation with Indigenous peoples for major projects.

Headquartered in the North, the Agency works closely with all federal partners whose operations impact the North's economic development, as well as with territorial governments, communities, Indigenous organizations and the private sector. These strong partnership networks enable the Agency to advance economic initiatives that help to diversify and grow the northern economy and to advance the Government of Canada's priorities in the North.

Action Plan Activities

Goal: CanNor supports and enhances the vitality of the Official Languages Minority Communities in Canada's North.

Expected Outcome: Strengthened Official Languages Minority Communities' (OLMCs') economic vitality.

CanNor implemented the activities listed in the table below. Output and progress indicators are used to monitor the implementation of the 2015-2016 Action Plan.

Support OLMCs in the North through the Agency's contribution programs and services. Contribution agreements with the Association franco-yukonnaise and Conseil de développement économique des Territoires du Nord-Ouest. Informed OLMCs of CanNor funding, including the Economic Development Initiative support.

$276,500 invested in support of OLMCs' activities.
Increased and maintained awareness by maintaining an OL presence on the Agency's website; and by disseminating information products to ensure that employees have the tools and knowledge required regarding the OLA. Information in both official languages. Public inquiries received on CanNor's 1-800 number or the InfoNorth email are answered in the official language of the requester. OL awareness within CanNor. Communication tools were maintained and are available in both official languages on CanNor website, for the public inquiries

CanNor senior management made aware of responsibilities under Part VII, Section 41 of the OLA at a Senior Management Committee Meeting.

OL Regional Coordinators identified and toolkit providing roles and responsibilities under preparation.

Prepared a 2016-2019 Results-Based Action Plan for the Implementation of VII section 41 of the OLA and a 2015-2016 Report on Results for the Implementation of Part VII Section 41 of the OLA Proactive communications with OLMCs.

Adoption of a multi-year results-based action plan model.
A 2016-2019 Results-Based Action Plan and a 2015-2016 Report on Results drafted.

Planning posting on CanNor's website in 2016-2017.
Maintained coordination and liaison activities by working with other federal institutions; participated in interdepartmental meetings; and consulted with Canadian Heritage, as needed. Remained informed of best practices to implement Part VII – Section 41 of the OLA. Regular participation at EDI,  Treasury Board Secretariat and Canadian Heritage meetings enabled CanNor to learn about best practices to implement Section 41 and thus, better support the vitality of the French linguistic minority communities in Canada's North. An example is the use, by CanNor, of Canadian Heritage program officers' guidelines on OL to improve alignment of OL clauses in funding agreements with projects.
Consulted the French linguistic minority communities through meetings and day-to-day communications to remain informed of their economic development priorities.
Up-to-date knowledge of economic development priorities Hosted an annual spring video conference with Northern OLMCs' representatives.

Operations management and staff reached out to OLMCs' representatives discuss potential projects.

List of Acronyms

EDI: Economic Development Initiative: source of funding identified by Canada's Roadmap for Linguistic Duality: Acting for the Future 2008-2013 for the economic development of OLMCs. Through CanNor, the Government of Canada provides $400,000 over four years to support the economic development of official language minority communities in the North through this initiative.

OL: Official Languages.

OLA: Official Languages Act

OLMCs: Official Language Minority Communities. French-speaking communities living in a territory or province other than Quebec, and English-speaking communities living in Quebec.  These are the "English and French linguistic minority communities in Canada" referred to in section 41 of the OLA.

RDAs: Regional Development Agencies, as follow: Western Economic Diversification (WED); Federal Economic Development Initiative for Northern Ontario (FedNor); Canadian Northern Economic Development Agencies (CanNor); Federal Economic Development Agency for Southern Ontario (FedDev Ontario); Canada Economic Development for Quebec Regions (CED) and; Atlantic Canada Opportunities Agency (ACOA).

SINED: Strategic Investments in Northern Economic Development. The program aims to help create the conditions for long-term sustainable economic development in the North by investing in the sectors that drive the territorial economies, the economic base of each territory and in Northerners' ability to take advantage of economic opportunities. The expected results include an increased ability of Northerners to respond to economic development opportunities. SINED has a budget of $20 million a year.
